The first working package of the project was successfully completed. Its objective is to provide the consortium with an up-to-date review documents for better understanding of the framework and definitions of the EU external action, civilian and military as well as existing practices in terms of pooling and sharing of capabilities. Documents are based on the literature review, expert discussions, online discussions and online surveys. Secondly, the first working package is establishing factors and indicators for measuring effectiveness of the EU CSDP operations as well conceptual framework and methodology to analyse the effectiveness of the EU in the upcoming case studies (the Balkans, Africa, Middle East and Asia).
“Review: civil- military synergies in CSDP” assesses the existing concepts relevant to civil-military relations in CSDP. It examines the intra- institutional cooperation and coordination practises within EU’s crisis management structures and outlines CSDP’s lessons learned process and key lessons identified, related to cooperation and coordination between civilian and military crisis management capabilities. The prerequisite for this report is that efficient conflict prevention requires parallel deployment of military and civilian instruments that are operating, if not integrated, in a cooperative and coordinative manner.
“Identifying Success Factors” is a deliverable, which provides an analytical guide for IECEU partners and end users seeking a deeper understanding of concrete factors related to effectiveness and impact of EU external action, especially within CSDP missions and operations. The analytical guide facilitates identification of key issues for success such as coordination and cooperation between actors that can enhance efficiency and effectiveness of crisis management through resource allocation and mandate fulfilment.
The last deliverable of the first working package the last working package on “Methodology”, namely the Conceptual Framework, which provides the consortium with an up-to-date understanding of the methodology used for analysing the on-going and past missions and operations. It is comprised of 2 analytical levels and 6 main themes that can be considered through 2 different perspectives, which in total is summed up in 24 different modules. That means that conceptual framework operates on field-operational and politico-strategic level, both at which main themes (planning capacity, operational capacity, interoperability, competences, comprehensiveness and technologies) are considered from an EU and non-EU perspective.
