DSC 0262On 17 and 18 March 2016 Centre for European Perspective (CEP) successfully completed the first part of the project, that continues to provide support to the electoral law reform process in Albania based on OSCE recommendations and recommendations prepared by CEP on the basis of two workshops conducted in 2015.

The electoral system is one of the key constituents of a democratic and legal state. As Albania s an official candidate for accession to the European Union (EU), strengthening of democratic institutions is of key importance. The next Albanian parliamentary elections will be held in 2017, so this kind of bilateral technical assistance of the Republic of Slovenia received a lot of political, profession and media attention.

The workshop was conceived and carried out by renowned experts - Dr. Alenka Verbole (OSCE representative in Tirana), Mr. Igor Vučko (National Electoral Commission), Dr. Igor Davor Gaon and Mr. Ilir Rusmali. It was attended by over 40 participants, including Deputy Minister of Interior – Mr. Gjoncaj, Deputy Minister of Justice – Mr. Saliani, representatives of lower election administration, representatives of parliamentary political parties, representatives of non-governmental organizations working in the field of elections, members of the parliamentary committee for legislation, members of the ad-hoc commission on the reform of the electoral law as well as members of the diplomatic corps.

Participants were initially welcomed by Ambassador of the Republic of Slovenia to the Republic of Albania HE. Ms. Stančič, President of the Albanian Central Electoral Commission Ms. Lefterije Luzi and co-chairman of the ad-hoc parliamentary committee on electoral reform Mr. Oerd Bylykbashi. The workshop continued on topics of importance of operational independence of the Central Election Commission, coordination of the procedures of lower electoral bodies (at the local level), the impact of the electoral framework, the level of political commitment to free and impartial elections, possible ways of cooperation among the election management, powers and functions of the election management bodies, the effectiveness of horizontal and vertical communication.

The second part of the project is scheduled for October in the form of a workshop.

The project is funded by the Ministry of Foreign Affairs of the Republic of Slovenia in the framework of its International Development Cooperation.

 


mrss znak manjsiUspešna izvedba prvega dela projekta Krepitev neodvisnosti volilnih teles v Albaniji

 

Center za evropsko prihodnost (CEP) je med 17. in 18. marcem 2016 uspešno zaključil prvi del projekta, v okviru katerega nadaljuje podporo procesom reforme volilne zakonodaje Albanije glede na priporočila OVSE in priporočila, ki jih je pripravil CEP na podlagi dveh izvedenih delavnic v letu 2015.

Volilni sistem predstavlja temelj demokratične in pravne države, zato je za Albanijo kot kandidatko za članstvo v Evropski uniji (EU) je krepitev demokratičnih institucij ključnega pomena. V Albaniji so v 2017 razpisane parlamentarne volitve, zato je tovrstna bilateralna tehnična pomoč Republike Slovenije deležna velike pozornosti politike, stroke in medijev.

Delavnico so zasnovali in izvedli priznani strokovnjaki – dr. Alenka Verbole (predstavništvo OVSE v Tirani), g. Igor Vučko (Državna volilna komisija), dr. Igor Davor Gaon in g. Ilir Rusmali. Udeležilo se je je več kot 40 udeležencev, med drugim tudi namestnik ministra za notranje zadeve – g. Gjoncaj, namestnik ministra za pravosodje – g. Saliani, predstavniki nižje volilne administracije, predstavniki parlamentarnih političnih strank, predstavniki nevladnih organizacij, ki delujejo na področju volitev, strokovnjaki za volilne procese, člani parlamentarne komisije za zakonodajo, člani ad-hoc komisije za reformo volilne zakonodaje ter člani diplomatskega zbora.

Prisotne so uvodoma pozdravili veleposlanica Republike Slovenije v Republiki Albaniji Nj. Eksc. ga. Stančič, predsednica centralne volilne komisije ga. Lefterije Luzi ter sopredsednik ad-hoc parlamentarnega odbora za volilno reformo g. Oerd Bylykbashi. V nadaljevanju so se dotaknili vprašanj pomena neodvisnosti delovanja Centralne volilne komisije, usklajevanja delovanja nižjih volilnih organov (lokalni nivo), vpliva volilnega okvira, ravni političnih zavez za svobodno in nepristransko delovanje, možnih načinov za sodelovanje med organi upravljanja z volitvami, pristojnosti ter nalog organov upravljanja z volitvami, učinkovitosti vertikalnega in horizontalnega komuniciranja.

Drugi del projekta bo v obliki delavnice izveden predvidoma v oktobru.

Projekt je financiran iz sredstev za mednarodno razvojno sodelovanje Ministrstva za zunanje zadeve.
