IMG 2547The Centre for European Perspective (CEP), in cooperation with the Ministry of Defence (MoD) and the Slovenian Armed Forces (SAF) is this year organising a seminar for Montenegrin public officials as a support to Montenegro joining NATO (12 to 15 April 2016 Podgorica).

Seminar was opened by State Secretary of the Ministry of Defense of Montenegro Bojan Šarkić and Slovenian Ambassador in Podgorica Mitja Močnik. Both emphasized the excellent cooperation between Slovenia and Montenegro in defense and other areas, and the usefulness of such seminars and training, in which Slovenia shares its experiences with Montenegro, helping the country joining NATO.

The aim of the four-day seminar is to strengthen the institutions of Montenegro in the crucial moment when the country is entering NATO. Montenegro namely received an official invitation in December 2015 and is expected to become a full member of the alliance in the beginning of 2017. Official relations between Montenegro and NATO began a decade ago and during this period the country implemented a number of internal reforms, developed through the Action plan for NATO membership, which tackled mostly reforms in the defence and security sector as well as the fight against organised crime and corruption. In 2013 Montenegro conducted a strategic review of its defence system and developed a long-term plan for its military, which forms the basis for a comprehensive reform of the defence sector.

Montenegro currently continues with the final negotiations for joining the North Atlantic alliance. At the end of the talks, a protocol will be signed, which must be ratified in all 28 parliaments of the Member States for Montenegro to become a full member. A delegation of four representatives of Slovenian MoD and SAF as well as other experts will through two two-day seminars present also Slovenian experience in the field of joining the alliance, in particular the first period with the aim of facilitating that period for the Montenegrin colleagues. The first two-day seminar will be devoted to the representatives of the strategic level of Montenegrin ministries of Defence, Foreign Affairs, Interior, Finance and Agency for National Security. In the context of the inter-ministerial participation, the seminar will be devoted to the issues that are key to state membership in NATO, namely the current complex security environment, hybrid threats, cyber security and integrity. The second two-day seminar will be devoted to the technical-operational staff of the Montenegrin Ministry of Defence and Armed Forces, which will be presented the same themes, though greater emphasis will be placed on integrity in the defence sector.

Both seminars will include more than 40 participants, topics will methodologically be presented in an interactive way, through guided discussions and workshops, where participants will be invited to present action plans.

The project is part of the CEP programme activities financed by the Ministry of Foreign Affairs through international development cooperation. This is one activity in a series of long-term Slovenia's support for Montenegro in the field of defence and second one by CEP, which in 2015 organized a very successful training related to gender equality in the defence sector.

Center za evropsko prihodnost (CEP) v sodelovanju z Ministrstvom za obrambo Republike Slovenije (MO) in Slovensko vojsko (SV) tudi v letošnjem letu organizira seminar za črnogorske javne uslužbence z namenom podpore Črni Gori pri vstopanju v Nato (12 . – 15. april 2016, Podgorica)

Seminar sta odprla državni sekretar Ministrstva za obrambo Črne Gore Bojan Šarkić in slovenski veleposlanik v Podgorici Mitja Močnik. Oba sta poudarila odlično sodelovanje med Slovenijo in Črno Goro na obrambnem ter drugih področjih in koristnost tovrstnih seminarjev in usposabljanj, v katerih Slovenija deli svoje izkušnje s Črno Goro, kar državi pripomore v približavenju zvezi Nato.

Cilj štiridnevnega seminarja za dve skupini udeležencev je krepitev institucij Črne Gore v ključnem trenutku vstopanja v zvezo Nato. Črna Gora je decembra 2015 dobila uradni poziv za članstvo v Natu in pričakuje se, da bi lahko postala polnopravna članica v začetku leta 2017. Uradni odnosi med Črno Goro in Natom so se pričeli pred desetletjem in v tem obdobju je država izvedla številne notranje reforme, ki so se skozi Akcijski načrt za članstvo v Natu dotikale obrambnega in varnostnega sektorja kot tudi borbe proti organiziranemu kriminalu in boja proti korupciji. V letu 2013 je Črna Gora izvedla strateški pregled svojega obrambnega sistema in izdelala dolgoročni načrt za razvoj vojske, kar je osnova za celostno reformo obrambnega sektorja.

Črna Gora je v tem trenutku v fazi zaključnih pogajanj o priključitvi. Po koncu teh pogajanj bo podpisan protokol, ki mora biti ratificiran v vseh 28 parlamentih držav članic in po tem bo Črna Gora pristopila k severnoatlanstki pogodbi in postala polnopravna članica. Delegacija štirih predstavnikov MO in SV ter drugi slovenski eksperti v okviru dveh dvodnevnih seminarjev predstavljajo slovenske izkušnje na področju vključevanja v zvezo Nato in predvsem prvo obdobje po vključitvi, s poudarkom na ključnih elementih delovanja v zavezništvu. Prvi dvodnevni seminar je namenjen strateškemu nivoju predstavnikov črnogorskih ministrstev za obrambo, zunanje zadeve, notranje zadeve, finance in Agencije za nacionalno varnost. V kontekstu medresorske udeležbe je seminar namenjen tudi temam, ki so ključne za celotno sistemsko razumevanje vključenosti države v Nato in sicer trenutnemu kompleksnemu varnostnemu okolju, hibridnim grožnjam, kibernetski varnosti in integriteti. Drugi dvodnevni seminar bo namenjen tehnično-operativnemu nivoju predstavnikov črnogorskega ministrstva za obrambo in vojske, kjer bodo predstavljene iste teme, večji poudarek pa bo namenjen integriteti v obrambnem sektorju.

V obeh seminarjih je vključenih 46 udeležencev, metodološko pa so tematike predstavljene na interaktiven način, skozi vodeno diskusijo in delavnice, kjer udeleženci aktivno sodelujejo v razpravi in predstavljajo akcijske načrte za delovanje na omenjenih področjih.

Projekt je del programskih aktivnosti CEP, ki jih financira Ministrstvo za zunanje zadeve iz sredstev za mednarodno razvojno sodelovanje Republike Slovenije. Aktivnost predstavlja eno v nizu dolgoletne podpore Slovenije Črni Gori na obrambnem področju ter drugo s strani CEP, ki je v letu 2015 organiziral zelo uspešno usposabljanje na področju enakosti spolov v obrambnem sektorju.
