kosovo6Minister of Public Services of the Republic of Kosovo Prof. Dr. Arsim Bajrami visited Centre for European Perspective, where he was welcomed by CEP Executive Director Elvin Klobas. Minister Bajrami opened 6th Training Course for Kosovo Public Services employees and emphasized that Slovenian experiences are very important for the process of establishing the Kosovo Public Services.

Minister Bajrami first thanked CEP for organising the Training Course. In his words, Kosovo as a new state needs better practices and Slovenian good practices are of great importance. Minister characterised CEP as a very important strategic partner and expressed hope for future cooperation. He advised Kosovo employees to make good use of such training courses and to learn the most out of them.

The theme of the 6th training is "Motivating Employees in Public Administration". "It is an extraordinary important topic to which we often do not pay enough attention. It is clear that without motivation an employee will not do the work as it is expected from him. This does not mean that people do not want to work – they are just not or not enough motivated," emphasized CEP Executive Director Elvin Klobas at the opening. "Motivation is also connected with fluctuation of the employees, since the unmotivated individuals leave their workplace more often," he continued.

»Successfully conducted five training courses and positive assessments by the participants show the quality and applicability of the program. This motivates us for further cooperation,« added Klobas.

After the opening Minister Bajrami and Executive Director Klobas continued the meeting with bilateral talks, where they discussed the possibilities of future cooperation.

The participants of the 6th Trainig Course, which will be held from 11 to 15 May 2009 at Jable Castle, are 21 human resources managers from 10 different ministries and other levels of government of the Republic of Kosovo. The main objective of the training is to enhance capacities of responsible public servants of Kosovo public administration that tackle challenges of employees' fluctuation. The Kosovo public administration faces quite big and constant fluctuation of its employees. The main reason lies in the old legal framework, reform of public administration and competitive job opportunities at international organisations that operate in Kosovo.

Training Course is organised by CEP and Ministry of Public Services of Republic of Kosovo in cooperation with the experts from the Ministry of Public Administration of the Republic of Slovenia, Ministry of Agriculture of the Republic of Slovenia, Faculty of Social Sciences and Faculty of Administration (University of Ljubljana).

Under the project "Efficient and Effective Kosovo Public Services" CEP has in cooperation with the Ministry of Public Services of Republic of Kosovo conducted a pilot project and five training courses. Pilot project was organised in November 2006 in Slovenia, the first training course »Human Resources Management in Public Administration« was held from 11 to 13 June 2007 in Priština, the second »Management, E-Government and Legislation in Public Administration« took place from 18 to 20 July 2007 at Jable Castle, the third »Organizational Structure of Institutions and Buildings Management in Public Services« was held from 9 to 11 October 2007 in Kosovo, the fourth »Managing Capital Investments and E-Government« from 25 to 27 March 2008 at Jable Castle and the fifth training course »Protocol and Public Speaking« from 14 to 17 October 2008 in Kosovo.
