Kosovo8Centre for European Perspective (CEP) in cooperation with the Ministry of Public Administration of the Republic of Kosovo is hosting a study visit of seven senior officials from the Republic of Kosovo. The Personnel directors of the Office of the Prime Minister, Ministry of Public Administration, Ministry of Foreign Affairs, Ministry of Internal Affairs, Ministry of Justice, Ministry of Defence and the Ministry of Agriculture of the Republic of Kosovo are being informed about Slovenian legislation regarding the internal organization and job classification system in public administration and are drawing up concrete proposals for the transfer of good practices into Kosovo public administration.

"It is very important for an effective and efficient public administration how work is organized and how accurately work and responsibilities are divided between ministries and within ministries. It is important that Kosovo as a country develops in a positive direction and at the same time meets EU standards. Slovenian experiences and practices can be very helpful for the country, however, it is important that good experiences as bad ones on which Slovenia has set up its own public administration are presented to the Kosovo side," stressed CEP Programme Director Andreja Dolničar Jeraj at the opening of the study visit.

"As a young country, Kosovo thanks Slovenia and the Centre for European perspective for all the help and support in developing effective Kosovo public administration," said Director of Department for Management of Public Administration Reform and European Integration at the Ministry of Public Administration of the Republic of Kosovo, Bardha Rrustemi. Moreover, she stated that these days the Kosovo parliament is adopting a key document relating to public administration – the Law on the State Administration of the Republic of Kosovo that will replace the UNMIK Administrative Instructions, which have governed the functioning of public administration until recently. Law will also serve as a basis for drawing up internal regulations for various ministries and other agencies in the public administration of Kosovo.

Study visit participants are working individually with their mentors at several bodies of Slovene public administration, such as the General Secretariat of Government, Ministry of Public Administration, Ministry of Foreign Affairs, Ministry of Internal Affairs, Ministry of Justice, Ministry of Defence and the Ministry of Agriculture.

Study visit of Kosovo civil servants from 10 to 14 May 2010 is part of the multiannual CEP project entitled Effective and Efficient Kosovo Public Administration. This is the 8th training int the frame work of the mentioned project.
