kosovo10After a two day training at the Centre for European Perspective a group of high customs officers from Kosovo visited international boarder crossing point Obrežje. They joined their Slovene colleagues at their daily work at the border crossing point to practise a newly gained knowledge also in the field. The training has finished today with finalising concrete proposals and recommendations for risk analysis to speed up import customs clearance and improve detection results.

A group of 20 high customs officer from Customs Administration of the Republic Kosovo participated in 4-day training entitled 'Risk analysis for quicker import customs clearance and better detection results'. The main objective of training was to reduce the import customs clearance time by 6 percents and ensure better detection results at the same time by improving working instructions for customs officer to carry out customs procedure. Upon the exchange and review of practices, Kosovo customs officers together with their Slovene customs colleagues developed a list of concrete proposals and recommendations on how to improve those instructions and risk management system as a whole as well as recommendations regarding IT support for exchange of risk analysis information.

After getting an overview of Slovenian national risk analysis system and IT systems for exchange of information that are used by the Customs Administration of the Republic of Slovenia, Kosovo customs officer spent one day on international boarder crossing point Obrežje. They joined Slovene colleagues at their daily work at import, export and transit as well as at passenger area at Obrežje. Customs Office Obrežje, one of six Slovene border inspection posts is also one of the busiest and largest posts on the EU external Schengen boarder (35.000 passengers, 1.600 cargo vehicles per day). All customs procedures are completely electronically supported and other authorities (phytosanitary inspections, veterinary administration, etc.) to support customs work are situated there.

Kosovo customs officers practised their newly gained knowledge also through practical examples and workshops on risk analysis.

This was the 10th training of the training programme Efficient and Effective Kosovo Public Services and was organized by CEP in cooperation with the Customs Administration of the Republic of Kosovo and Ministry of Public Administration of the Republic of Kosovo.
