kosovo77th training course of the »Efficient and Effective Kosovo Public Services« project is concluding today in Pristine. The training course on international negotiations and public speaking skills entitled »The International negotiations – Techniques and Skills« has been organized by Center for European Perspective (CEP) and Ministry of Public Services of Republic of Kosovo.

The training course, which started on Tuesday morning, was welcomed by the Minister of Public Services of Republic of Kosovo Arsim Bajrami, who pointed out, that the Ministry is very interested in this type of training course for public service employees, in order to be able to provide more effective and efficient functioning of public administration. He welcomed the introduction of professionalism in the Kosovo public administration and thanked the Center for European Perspective for excellent cooperation.

Programme director of CEP Andreja Dolničar Jeraj pointed out, that negotitations are extremly important as we face them almost in everyday life. Nevertheless, the negotiations on behalf of the country have even bigger weight. Therefore, the training course for the public service employees, who represent and defend Kosovo interests abroad, is of great importance.

The training course has been attanded by 16 high-level civil servants from different Ministries of the Republic of Kosovo. Among them are representatives of the Ministries of Public Services, Foreign Affairs, Justice, Commerce and Industry, Culture, Youth and Sports and Energy and Mining, who all represent their countries through their work in international negotiations.

The participants focused on public speaking skills, argumentation of the stands and active listening, which are the most important characteristics of good negotiators. Kosovo public employees have learned negotiation techniques and some models and have tested their knowledge and skills in simulations and role-plays. The main purpose of the training course is to improve the negotiation skills of Kosovo public service employees, who represent their country at home and abroad. The training course has been carried out in English and Croatian language by the expert in the field of public speaking Boštjan Romih and trainer of neuro-linguistic programming (NLP) Mojca Žirovnik Bocelli. They have adapted the training course to the participants' needs.

So far, the Centre for European Perspective and the Ministry of the Public Services of the Republic of Kosovo have jointly implemented six trainings of the project »Efficient and Effective Kosovo Public Services«, and a pilot project, which was organized in November 2006 in Slovenia. First training course »Human resources management in public administration« was organized between 11th and 13th June 2007 in Pristine, the second entitled »Management, e-government and legislation in public administration« was organized between 18th and 20th July 2007 at Jable Castle. The third training course »Organisational structure of institutions and property management in public administration« took place between 9th and 11th October 2007 in Kosovo, the fourth one »Capital investments management and e-government« between 25th and 27th March 2008 at Jable Castle, the fifth training course »Protocol and public speaking« was organized between 14th and 17th October 2008 in Kosovo. And the sixth training course entitled »Motivating public servants« took place between 11th and 15th May this year at Jable Castle.
