The system of diagonal cumulation of origin SAP+ was defined as one of possibilities for the improvement of trading conditions. The introduction of the SAP+ system for the countries of the Western Balkans would mean that the EU companies would not pay customs due to loss of origin for products, which were partially produced in several CEFTA countries and imported back in the EU. Establishment of the proposed system of origin of goods would especially stimulate development of international trade and trade of the EU member states with the countries of the Western Balkans. Additionally, with enhanced trade also the conditions for the foreign direct investments would improve. Countries of the Western Balkans, Turkey, EFTA and EU member states have expressed their support to the proposed model and so have the current Czech Presidency of the EU and the representatives of the European Commission who participated at the seminar.
Montenegro as the Chair in Office of CEFTA in 2009 as one of its Chairmanship priorities defined the abolishment of trade barriers and diagonal cumulation of origin. In 2009 Centre for European Perspective plans a new project on diagonal cumulation, which would focus on steps that need to be done by CEFTA members and relevant EU institutions for SAP+ implementation.
