Slovenian international development cooperation project designed to help Serbian municipalities to participate in international (EU) projects is in its concluding stage. CEP carried it out in close cooperation with the Standing Conference of Towns and Municipalities R. Serbia.
In the framework of the project, representatives of Serb municipalities discussed the importance of integration of strategic planning and budgetary planning at the municipal level with Slovenian experts, as well as a link to the national level. In the preparation of the program budget a linkage to the sectoral approach is used, whereby sectors - programme policies should be reflected in the objectives set and objectives further in projects. In strategic planning a variety of tools is used, including SWOT analysis and cost-benefit (CBA) analysis. A demonstration of Slovenian ICT to prepare and monitor budget was provided. Special attention was paid to the objectives and indicators, both in the functioning of information and communication technologies and in terms of strategy, the hierarchy of objectives and in the display of objectives and indicators on the case of entrepreneurship and competitiveness policy. Participants were working together with experts on the case of the logical framework matrix for business zone in the municipality. Strategic planning has been associated with the specifics of IPA II. Project appraisal system was also reviewed, i.e. what is important in the evaluation of the project and which projects are good and why. Examples of good practice in Slovenian projects under PHARE, the EPD and the regional development operational programmes as well as environmental and transport infrastructure operational programmes from 2007 to 2013 were demonstrated.
Practical work has continued with issues related to projects in the field of transport infrastructure. It was highlighted that a project should be viewed in terms of investing funds (investment) and achievement of progress and benefits to society and not in terms of spending funds (expenditure). Appropriate organization of work and responsibilities for management of municipal projects and relations in this respect between municipality and public companies as well as the role of municipality and its representatives were emphasized. Experience of Slovenian municipalities in the preparation, implementation and management of infrastructure projects under EU rules were exchanged. Participants analyzed examples of projects and some interesting solutions for street lighting, district heating, water supply and waste management, both in terms of Slovenian experiences and common search for solutions to the issues raised by participants.
Greatest attention was given to the public-private partnership. Forms of public-private partnership with examples, the process of project implementation according to the model of public-private partnerships from the idea to the competition, and the role and importance of developing the project with estimated financial implications were presented. Models were further explained by presenting examples of good practices and cases where public-private partnership proved not to be the best solution. The participants in the form of interactive workshops discussed the benefits and arguments for the use of public-private partnership as well as the potential pitfalls and assessed the possibility of introducing public-private partnership in Serbian municipalities based on their cases.
In the framework of the project training needs analysis of Serbian municipalities was carried out, a five-day training was conducted and individual counselling in certain cases was provided to assist in solving concrete issues of Serb municipalities in the management of infrastructure projects.
Final evaluation of Slovenian and Serbian side was that the objective of the project was achieved, i.e. that participants gained new insights and that within limits of project dimension, the capacities of participating municipalities for management of infrastructure projects funded by EU was enhanced.
Projekt podpore srbskim občinam v zaključni fazi
Projekt slovenskega mednarodnega razvojnega sodelovanje, namenjenega pomoči srbskim občinam pri sodelovanje v mednarodnih (EU) projektih je v zaključni fazi. CEP je projekt izvedel v tesnem sodelovanju s Stalno konferenco mest in občin Republike Srbije.
V okviru projekta so predstavniki srbskih občin s slovenskim strokovnjaki obravnavali pomen povezanosti strateškega planiranja in proračunskega načrtovanja na občinski ravni, kot tudi povezavo na državno raven. Pri pripravi programskega proračuna se uporablja navezava na sektorski pristop, pri čemer se morajo sektorji - programske politike reflektirati v zastavljenih ciljih, le-ti pa v projektih. Pri strateškem planiranju se uporabljajo različna orodja, med drugim SWOT analiza in analiza stroškov in koristi (CBA analiza). Prikazana je bila slovenska informacijsko-komunikacijska tehnologija za pripravo in spremljanje programskega proračuna.
Posebna pozornosti je bila namenjena ciljem in kazalnikom, tako v delovanju informacijsko-komunikacijske tehnologije kot z vidika strategije, hierarhije ciljev in prikazu ciljev in indikatorjev na primeru politike podjetništva in konkurenčnosti. Udeleženci so skupaj s strokovnjaki delali na primeru matrike logičnega okvira za poslovno cono v občini. Strateško planiranje so povezali s specifiko IPA II. Poglobili so se v sistem ocenjevanja projektov in vidik evaluatorjev oziroma kaj je pri ocenjevanju projektov pomembno in kateri projekti so dobri in zakaj. Predstavljeni so bili primeri slovenskih dobrih praks pri projektih v okviru PHARE, EPD in operativnih programov regionalnega razvoja ter okoljske in prometne infrastrukture 2007-2013.
Praktično delo se je nadaljevalo s problematiko projektov iz področja prometne infrastrukture. Izpostavljeno je bilo, da je na projekt potrebno gledati z vidika vlaganja sredstev (naložbe) in doseganja napredka in koristi za družbo in ne z vidika porabe (črpanja) sredstev. Poudarjen je bil pomen ustrezne organizacije upravljanja občinskih infrastrukturnih projektov v razmerju med občinami in javnimi podjetji, vloge občine in predstavnikov občine in izkušnjah slovenske občine pri pripravi, izvedbi in upravljanju infrastrukturnih projektov po pravilih EU. Udeleženci so skupaj s slovenskimi strokovnjaki obdelali primere projektov in nekatere zanimive rešitve za javno razsvetljavo, daljinsko ogrevanje, oskrbe z vodo in ravnanje z odpadki, tako z vidika slovenskih izkušenj kot tudi skupnega iskanja rešitev za vprašanja, ki so jih odprli srbski predstavniki. Največjo pozornost so predstavniki srbskih občin namenili obravnavi javno-zasebnega partnerstva. Predstavljene so jim bile oblike javno-zasebnega partnerstva s primeri, postopek izvedbe projekta po modelu javno-zasebnega partnerstva od ideje do izvedbe in vloga, pomen in izdelavo projekta z ocenjenimi finančnimi posledicami. Modeli so bili dodatno razloženi z predstavitvijo primerov dobrih praks in primerov, kjer se javno-zasebno partnerstvo ni pokazal kot najboljša rešitev. Udeleženci so v obliki interaktivne delavnice obravnavali koristi in argumente za uporabo JPP ter možne pasti ter na svojih primerih ugotavljali možnosti uvajanja javno-zasebnega partnerstva v srbskih občinah.
V okviru projekta je bilo izvedeno analiza potreb srbskih občin na področju pridobitve novih znanj pri upravljanju investicijskih projektov, petdnevno usposabljanje predstavnikov občin in zagotovljeno individualno svetovanje v posameznih primerih pri reševanju konkretnih vprašanj srbskih občin na področju upravljanja infrastrukturnih projektov.
Skupna ocena slovenske in srbske strani je bila, da je cilj projekta dosežen, tj. da so pridobljena nova spoznanja in, skladno z razsežnostmi projekta, okrepljene zmogljivosti srbskih občin za upravljanje investicijskih projektov, financiranih s strani EU.
