IMG 20160518 132614The Parliamentary Assembly of the Council of Europe in cooperation with the National Assembly of the Republic of Belarus and the Centre for European Perspective organised round table on Electoral Standards and the Electoral Process improvement in Belarus that took place in Minsk on 18 May 2016. This is the first cooperation of Slovenia and Belarus in the scope of Slovenian Development Cooperation.

According to OSCE/ODHIR reports and Council of Europe (CoE), Belarus needs to reform its electoral legislation to ensure a thoroughly competitive political environment, which is a key condition for the long-term democratic stability of the country. As the parliamentary elections will be held on 11th September, improvements can only be considered without changing the legislation.

The round table was attended by members of the House of Representatives and the Council of the Republic of the National Assembly of the Republic of Belarus, chairperson of the Central Commission of the Republic of Belarus on Elections and Holding Republican Referenda, Ms. Lidiya Ermoshina, director of the National Centre of Legislation and Legal Research of the Republic of Belarus, Mr. Vadim Ipatov, representatives of state bodies, the Inter-Agency expert working group on review of the OSCE/ODIHR recommendations on the electoral process improvement in the Republic of Belarus, the CIS Executive Committee, representatives of PACE, Venice Commission, CoE Secretariat, the OSCE/ODIHR and the OSCE PA, Centre for European Perspective, media and civil society.

Introductory address was given by members of Council of Europe, EEAS, Venice commission and the Centre for European Perspective. Dr Justinek stressed the importance of transparent electoral process and the assistance that CEP could provide on Belarus's road towards fair and democratic elections.

The first session was dedicated to Electoral Standards where Dr Letnar Cernic presented Slovenian experience in ensuring transparency of electoral process through composition of national electoral commissions, standing for elections, voting at polling stations, determination of election results and protection of voting rights. Presentation of the Slovenian good practices was highly welcomed by Belarus participants. The second part referred to Belarus electoral system, where the overview of the existing system and the current state of reforms was presented.

The project is funded in the scope of the Slovenian Development Cooperation, European Union and the Council of Europe.

Včeraj, 18. maja 2016 se v Minsku odvijala okrogla miza: Volilni standardi in izboljšanje volilnega procesa v Belorusiji v organizaciji Parlamentarne skupščine Sveta Evrope, Narodne skupščine Belorusije ter Centra za evropsko prihodnost. Gre za prvi projekt med Slovenijo in Belorusijo v okviru mednarodnega razvojnega sodelovanja.

Glede na poročilo OVSE/ODHIR in Sveta Evrope je v Belorusiji potrebna reforma volilne zakonodaje, kar je ključnega pomena pri zagotavljanju konkurenčnega političnega okolja, ki predstavlja predpogoj za dolgoročno demokratično stabilno države. Ker bodo parlamentarne volitve potekale že 11. septembra, bodo trenutne spremembe volilnega sistema lahko mogoče le brez spreminjanja obstoječe zakonodaje.

Okrogle mize so se udeležili člani obeh domov Narodne skupščine Belorusije, predsednica Centralne komisije Belorusije za volitve in republiški referendum, ga. Lidiya Ermoshina, direktor Državnega Centra za zakonodajo in pravne raziskave Republike Belorusije, g. Vadim Ipatov, predstavniki državnih teles, Medresorske strokovne komisije za pregled OVSE/ODHIR priporočil glede izboljšanja volilnega procesa v Belorusiji, CIS izvršnega odbora, predstavniki PACE, Beneške komisije, Sekretariata CoE, OVSE/ODHIR in OVSE PA, Centra za evropsko prihodnost, medijev in civilne družbe.

Udeležence so uvodoma nagovorili člani Sveta Evrope, EEAS, Beneške komisije in CEP. Dr. Gorazd Justinek je poudaril pomembnost transparentnosti volilnega procesa in hkrati izpostavil pripravljenost pomagati Belorusiji na poti do pravičnih in demokratičnih volitev v okviru Mednarodnega razvojnega sodelovanja Slovenije.

Prvi panel je bil namenjen volilnim standardom, kjer je dr. Letnar Černič predstavil slovenske izkušnje pri zagotavljanju transparentnosti volilnega procesa, pri čemer se je osredotočil na sestavo volilnih komisij, kandidiranje na volitvah, glasovanje na voliščih, ugotavljanje volilnih izidov in varstvo volilne pravice. Beloruski predstavniki so slovenske dobre prakse pozitivno ocenili. Drugi del je bil namenjen beloruskemu volilnemu sistemu, kjer je bil predstavljen pregled obstoječega sistema in trenutno stanje reform.

Projekt je financiran v okviru Mednarodnega razvojnega sodelovanja Slovenije ter s strani Evropske unije in Sveta Evrope.
