Crisis management missions’ personnel are exposed to variety of risks and occupational hazards in their fieldwork. All large international organizations, be it the UN, the OSCE or the EU, face a common challenge in the field: the safety and security of their mission representatives. It is therefore of great importance to invest in specific training focused on awareness of security risks and challenges of missions’ environments.

Kosovo (EULEX) Pre Deployment Course – NEW DATE

Kosovo (EULEX) Pre Deployment Course, organised between 13 and 17 February 2012, is addressed at experts selected to be deployed within missions conducted by the EU, OSCE or UN in Kosovo.

The course precisely aims at fostering a common level of knowledge and at creating similar expectations among mission members, which in turn facilitates integration and coherence of the missions.

This will be achieved specifically by building a common understanding among future mission members of:

• The EU Crisis Management System.

• Kosovo's history and distinctive political and cultural features.

• The EULEX Mission in Kosovo, its structure, components and methods of work.

• International presence in Kosovo: background, key actors and coordination systems.

• Practical field related issues.

By focusing on mission-specific and function-specific issues the course aims to equip the trainees with the essential knowledge and information necessary to be active mission and team members and to operate smoothly in the respective area of assignment. The training will be organised in a highly interactive manner with two round tables, role plays, simulation and several case studies in which trainees will be able to acquire new knowledge and skills. The added value of the training is first hand information from Kosovo and EULEX representatives as well as networking possibilities, which boost their future work in the mission.

Training starts on Monday, 13 February with lunch and finishes on Friday, 17 February after lunch. Classes will be held at Jable Castle.

On behalf of the Ministry of Foreign Affairs, Ministry of Defence and Ministry of Interior of the Republic of Slovenia, the Centre for European Perspective (CEP) will prepare and conduct Core Course for civil servants to be seconded in international civilian missions (Core Course). This two-week long training will be the second Core Course organized by CEP after successfully completing the pilot Core Course in November 2010.

The Core Course, based on EU standards (Council document 16849/2006), will be held from 7 to 19 November 2011 at the Police Training Centre in Gotenica, Slovenia. It will cover six thematic areas - from general knowledge of civilian crisis management and the role of various actors in civil missions to the environment in which the missions take place, work on the ground, safety at work and management of stress. For each subject specific learning objectives are defined and learning methods are specified according to them.

Training will be conducted by reputable and experienced domestic and foreign trainers with experience from various missions, especially in Western Balkans. CEP main partner will be Police of the Republic of Slovenia, which will help with its rich experiences from the field.

Target group for participation at the Core Course are civil servants from the Republic of Slovenia. Civil servants from other EU member states are also welcome to apply. Participants will acquire knowledge and skills with the help of trainers through practical learning methods - workshops, role playing, simulations, and case studies. During one part of the course participants will be accommodated in the joint training facility, where the skills acquired will be tested on the ground. Training will be conducted in English language.

The Call for Application was published on 10 June 2011 and is open for all civil servants till 20 September 2011.
