The 4,5 days pre-deployment training course is addressed to experts selected to be deployed within the EULEX mission in Kosovo.
Pre-deployment training brings added-value and higher efficiency to the EULEX work in Kosovo since it builds up a common 'EU identity' among the future mission staff. The course is implemented in a participant-active way, drawing on participants' professional experience and situating this in the Kosovo context. It provides participants with the necessary information and documentation for the EULEX mission and focuses on building a common understanding among the future EULEX Mission members of:
• The historical, political and social context in Kosovo
• Living and working conditions in Kosovo
• International presence in Kosovo: background, key actors and coordination systems
• The legal framework of the EULEX mission, its structure, components and methods of work
• The legal framework and norms governing each Mission component and how they interlink and relate to the overall CSDP Kosovo Mission strategy
• Best practice regarding mission functions of monitoring and mentoring (human rights compliance, gander awareness, effective management with host society)
• Enhanced common identity as mission staff
• Enhanced understanding of sources and avenues for participants' ongoing learning
By focusing on mission-specific and function-specific issues the course aims to equip the trainees with the essential knowledge and information necessary to be active mission and team members and to operate smoothly in the respective area of assignment.
